Like Photoshop &/or Illustrator
To make Vector Art go to aviary.com.
Here you can convert a photo to vector art with auto trace like in Adobe Illustrator.
You can also draw designs on croquis, then color them in Phoenix Image Editor.
Here is another Image Editing Software you can use on the web if you don't have Photoshop: Sumopaint.
Both of these dresses were colored in Sumopaint, but you should scan a drawing, photo, or croquis in first for accuracy.
